State Representative Jim Struzzi has welcomed the start of the budget process in Pennsylvania but has raised concerns about the sustainability of Governor Josh Shapiro's budget proposal for the 2024-2025 fiscal year. In his statement, Rep. Struzzi acknowledged the importance of increasing funding for essential services such as agriculture, first responders, Pre-K education, and support for individuals with intellectual disabilities. He also commended the governor for recognizing the need to address the mental health crisis in the state.

However, Rep. Struzzi expressed his initial surprise at the governor's desire to increase spending by $3.7 billion in a time of flat or declining state revenues. Of that amount, $2.5 billion is allocated for new programs. Rep. Struzzi voiced his concern about the governor labeling the Rainy Day Fund as surplus and intending to tap into it significantly. He believes that such a move is unnecessary and may lead to an inevitable tax increase in the future, leaving the burden on his successor.

Rep. Struzzi, as a member of the House Appropriations Committee, is determined to ask tough questions during the three weeks of budget hearings starting on February 20th. He emphasized the importance of moving forward with a balanced budget that addresses the fundamental needs of Pennsylvania without adding additional burdens to working families and taxpayers.
