Senator Joe Pittman and Representative Leslie Rossi have announced a $326,000 grant for the Derry Business Park Garland Mills Culverts Replacement Project. The funding, sourced from Local Share Account (LSA) funds, was approved during the Commonwealth Financing Authority meeting on March 18, 2025.
The Westmoreland County Redevelopment Authority sought support for this project located in Derry Borough. "I’m pleased to have advocated for this funding which will assist with Westmoreland County Redevelopment Authority’s infrastructure improvements to the Derry Business Park," stated Pittman. He emphasized that these replacements are crucial for safeguarding residents and ensuring long-term stability while promoting local economic development.
In September 2024, a sinkhole near the culvert was identified by Derry Borough Public Works. This area is within the Conemaugh River Watershed and has been prone to flooding issues. "The replacement of the underground culvert system in Derry Borough’s Business Park, including the Garland Mills Culverts, is a crucial project that will not only enhance safety but also support future growth and economic development in the area," said Rossi.
The project's total cost is estimated at $369,600. It involves replacing culvert piping, asphalt replacement, and implementing erosion control measures by raising site grades above current flood elevations. The existing underground culvert system's replacement aims to benefit residents along historically flood-prone streets in the borough.
LSA funds are generated through Pennsylvania's Race Horse Development and Gaming Act (Act 71 of 2004), distributing gaming revenues via CFA to support public interest projects across Pennsylvania.
